[The Current State of PKPB (Conditional Movement Control Order)]
Malaysia’s Movement Control Order (MCO):
MCO:
Stage 1: March 18 – March 31
Stage 2: April 1 – April 14
Stage 3: April 15 – April 28
Stage 4: April 29 – May 3
CMCO: (Relaxation of PKPB begins)
May 4 – May 12
5/13 – 6/9 [NEW]
PKPB (Perintah Kawalan Pergerakan Bersyarat) refers to the Conditional Movement Control Order (CMCO).
Originally, the PKPB (Conditional Movement Control Order) was set to end on May 12, but it has been extended until June 9.
It has been announced that, following advice from the Health Department and the National Security Council (Majlis Keselamatan Negara, MKN), the extension will last for four weeks.
There are actions that are permitted and those that are not. I’ll summarize them as comprehensively as possible.
■NO:
Crossing state borders is not permitted. However, if a married couple resides in different states, they can apply for a visitation pass either through the Gerak Malaysia app or at the nearest police station to meet up.
Entertainment centers, cinemas, sports activities, amusement parks, Ramadan bazaars, karaoke,
Venues where multiple people gather and maintaining social distancing is difficult, such as those hosting street art performances, will remain closed.
Schools and universities cannot reopen.
Sports involving multiple participants or physical contact, such as soccer, rugby, swimming, and indoor sports, are also prohibited.
Weddings, events, and public speaking engagements involving multiple people are also prohibited.
■OK:
You can’t hold Ramadan celebrations or gatherings. However, people living in the same state, the same condominium, or the same neighborhood are allowed to meet up, provided the group is no larger than 20 people. (Wait, what?)
Maintain social distancing, wear masks, and adhere to personal hygiene practices (such as washing hands and using hand sanitizer).
Restaurants:
You can resume operations. Dine-in service is permitted, with a minimum 2-meter distance required between tables, limits on the number of people per table, floor markings to guide customers queuing at the register, and adequate supplies of hand sanitizer and soap. All staff must wear masks and have their temperatures checked. Additionally, you are required to record customers’ names, phone numbers, and visit dates. (Please note that regulations may vary by state.)
Shopping Malls: Reopened. Operating from 10:00 AM to 10:00 PM, subject to conditions such as the provision of hand sanitizers, temperature checks, and capacity limits. Fitting rooms are not available.
General public:
Outdoor sports: Badminton, golf, tennis, cycling, and running are permitted. Solo fishing is allowed, while fishing with two or three people requires maintaining social distancing.
Companies and Corporations:
You can resume operations by submitting your company information and agreeing to the pledge to comply with [Standard Operating Procedures] on the Ministry of Investment, Trade and Industry (MITI) website (notification.miti.gov.my). Companies operating in permitted sectors can resume operations without a formal application, simply by submitting their company information and agreeing to the procedures on the MITI website. Companies that have already applied previously are not required to resubmit their company information. It is reported that most sectors have been classified as [permitted for operations]. For details on resuming operations, please verify directly with MITI and MKN Malaysia.
■ Under Consideration:
Places of worship are considering reopening. Standard Operating Procedures (SOPs) are currently being developed. Mosques, temples, and other religious sites for Christianity, Buddhism, Hinduism, and Sikhism are set to reopen. (??)
They say it will be announced around this week.
We are considering banning children from supermarkets and shopping malls.
Please continue to check for the latest updates.
Updates to follow.
Let’s calmly stand together in the fight against COVID-19.
