[Stage 4 Movement Control Order (MCO) begins: Shopping allowed with one family member]

Malaysia’s Movement Control Order (MCO):

Phase 1: March 18 to March 31

Phase 2: April 1 to April 14

Phase 3: April 15 to April 28

Phase 4: April 29 to May 12 [NEW]

The fourth phase of the Movement Control Order (MCO) begins on April 29. Under eased MCO restrictions, residents are now permitted to go shopping for food, essential items, pharmaceuticals, and nutritional supplements, provided they stay within a 10 km radius of their home and are accompanied by one family member. This phase runs from April 29 to May 12.

Companions are limited to [family members living at the same address]. Additionally, it was announced that individuals who cannot purchase [essential daily goods and medicines] or receive [necessary medical treatment] within a 10 km radius may be permitted to travel beyond 10 km, depending on the circumstances (at the discretion of the police). (When traveling beyond 10 km, it is advisable to obtain an exit permit from the nearest police station if possible.)

Outside of shopping, you are allowed to go out if you are providing delivery services for daily necessities, pharmaceuticals, and nutritional supplements; visiting someone; receiving medical treatment; or providing one of the 15 [Essential Services].

The 15 [Basic Services] are:

Nutritional supplements, water supply, energy, security and defense, waste and public sanitation management, sewage, maritime, land, and air transport services, ports, airports, food services at airports, and healthcare-related services.

Storage, communication and networking, banking and finance, e-commerce, fuel and lubricant production, refining, storage, supply and distribution, hotels and accommodation, any work approved by the government, industry and commerce, and transportation.

The company that previously submitted its business commencement application has also gradually started operations and must conduct its business in compliance with the SOP. Some ports, such as the Port of Klang, are also partially operational.

[Phase 3: April 15 to April 28] Companies that received permission to resume operations will fully restart their business activities from April 29. These businesses can operate at 100% capacity with no restrictions on operating hours. (? Why is this?)

You must comply with all operational standards and procedures. Failure to comply with regulations will result in the revocation of approval and may lead to legal action.

On the day of the application on April 13, 176,000 visitors clicked through all at once starting at 9:00 AM, causing the site to crash and triggering a flood of complaints. After recovering, a total of 56,000 applications were received.
