[From April 13: Business applications open for 9 industries, Green Zone only]

The Minister of the Ministry of International Trade and Industry (MITI), Datuk Sri Mohamed Azmin, announced that applications to commence operations in approved sectors have begun. Applicants can submit their applications starting from 9:00 AM on April 13, 2020, via the official website at www.miti.gov.my.

The nine industries are:

  1. Automotive Industry (Limited to original imported vehicles (CBU), auto parts, and after-sales services such as car repairs)

  2. Machinery Industry,

  3. Aviation Industry,

  4. Companies that undertake construction-related projects and provide services

a. Projects undertaken by G1 and G2 licensed contractors

b. Projects with verified progress exceeding 90%

c. Tunnel construction works

d. Maintenance works

e. Works involving slopes

f. Emergency works specified in the contract

g. Maintenance, cleaning, and pest control activities to prevent pest infestations on-site

i. Works that, if left incomplete, would pose safety hazards

j. Projects achieving an Industrial Building System (IBS) score above 70

k. Construction of employee accommodations, such as hostels and camps

l. Provision of professional services related to the construction industry, including architects, town planners, land surveyors, materials surveyors, and project managers

  1. Companies providing scientific, professional, and technical services, including research and development

    Exclusions: Companies providing legal-related services and oil and gas-related services

    Coronavirus-related research and development activities, and licensed laboratories in specific fields

  2. Companies Providing Healthcare Services

Exclusive: Provision of registered medications (provided by registered health nurses, traditional Chinese medicine practitioners)

  1. Hardware, electronics, home appliances, and optical stores that provide wholesale and retail services

  2. Haircut

Limited to: Cut only. Other services such as hair coloring, perming, and shampooing are not available.

  1. Laundry

Exclusive: Full-service laundries (dry cleaners) only. Self-service options (coin laundries) are not permitted.

Stores that open must strictly adhere to established guidelines and comply with all additional rules and conditions issued by the Ministry of Health in the future. Violations will result in legal penalties, including suspension of business operations.

In response to the impact of the novel coronavirus, Malaysia announced a “Movement Control Order” from March 18 to March 31, effective from 10:00 PM on March 16 (11:00 PM Japan Time). In short, this means prohibiting outsiders (foreign nationals) from entering the country and restricting insiders (Malaysian citizens) from leaving the country.
