[Two Apartments in KL City Center Under Full Lockdown & Quarantine]
Defence Minister Datuk Seri Ismail Sabri Yaakob announced that two apartment buildings in Kuala Lumpur’s Jalan Masjid India area—Flat Selangor Mansion and Malayan Mansion—will be placed under an Enhanced Movement Control Order (EMCO) starting today, April 7, for a period of two weeks. (City One Plaza is already under an EMCO.)
The government has decided to issue a directive under the advice of the Ministry of Health and Labour, following the confirmation of 15 coronavirus infections across the two apartments (or flats).
This apartment complex houses 365 residences and shops, impacting approximately 6,000 residents and business owners. With this development, Malaysia has now implemented Enhanced Movement Control Orders (EMCO) in five locations: the first two were in Simpang Renggam, Johor, and Sungai Lui, Daerah Hulu Langat, Selangor. The third was City One Plaza, followed by the fourth and fifth locations. The Flat Selangor Mansion and Malayan Mansion buildings are located approximately 2 km away from City One Plaza.

The residents are primarily foreign workers from India, Pakistan, and Bangladesh. The government is reportedly coordinating with embassy staff from each country to prevent disputes among the foreign workers. According to reports, embassy-appointed personnel are on-site, providing explanations in their native languages and collaborating with government staff to collect test samples and gather personal data.
During the lockdown, all residents must stay in their respective units, and no one is allowed to leave or let unauthorized visitors enter.
The government provides basic food supplies, such as rice, cooking oil, and canned goods, to residents. While you can order meals for takeaway, delivery staff are not permitted to go up to the floors, so you’ll need to collect your orders at the entrance.
The iron mesh installed at the entrance gives off a stark, visceral impression. With Malaysia reportedly reporting hundreds of new coronavirus cases every day, we can’t afford to let our guard down.

In response to the impact of the novel coronavirus, Malaysia announced a “Movement Control Order” from March 18 to March 31, effective from 10:00 PM on March 16 (11:00 PM Japan time). In short, this order prohibits entry into the country for foreigners and restricts Malaysian citizens from leaving the country.
